I think that dark blue eyeshadows is one of the most difficult colors to use, because its a very dominant color.
Not everyone can get away with a blue look. Colors like brown and beige is easier to use and it suits everyones skintones. Blue is more difficult to combine.
I think that dark blue eyeshadows look better on light skin and dark hair combined with brown eyes.

Here are some tips that can help you get away with the gorgeous blue look
1: The most important rule is to blend. Dont use old brushes, but invest in some brushes that is good and that will last.
Try and use the darkest blue color closest to your lashes, and a lighter blue longer away.
Dont forget to blend the colors in each other.
2: When you use a blue eyeshadow its a good idea not to bring the color all the way up to the brow bone, instead use a beige or a another natural color.
3: Use a blue eyeliner instead of a black one, especially if you have blue eyes, this will bring out your eye color.
4:Use a natural lip color
